Senior Requirements Manager & Methodology Support – Sundsvall

We are looking for a highly experienced Senior Requirements Manager & Methodology Support Consultant for a complex IT environment within the public sector.

The role combines senior requirements management, agile methodology support, coaching and collaboration across multiple development teams. You will work at both strategic and operational levels and help ensure that development teams have clear, structured and traceable requirements for continuous delivery.

Responsibilities

• Lead requirements management across larger assignments involving multiple development teams and functions.
• Manage the overall requirements picture and break business needs into iterative requirements, features and delivery flows.
• Establish, structure and maintain overall backlogs and agile requirements artifacts.
• Ensure development teams have sufficient and high-quality requirements for continuous development.
• Support and, when required, lead operational requirements work within individual teams.
• Work closely with business stakeholders, product owners, development teams, users and other functions.
• Lead workshops, story mapping sessions and requirements activities.
• Provide coaching, mentoring and methodological support in agile system development.
• Support development and improvement of processes, methods and ways of working.
• Act as a bridge between IT and business operations.
• Support and manage development-related tools including Jira, Confluence, Jira Service Management, Bitbucket and Mattermost.
• Contribute to knowledge development, process improvement and collaboration models.
• Take on Scrum Master responsibilities when required.

Mandatory Requirements

• Fluent Swedish, written and spoken.
• At least 10 years of relevant experience in the Swedish public sector during the last 15 years.
• Extensive experience in legally and regulatory-controlled environments.
• At least 10 years of experience during the last 15 years developing customer and case/processing systems within public support or equivalent operations.
• At least 5 years of experience during the last 10 years developing financial/economic systems, such as loans, grants, benefits, banking or finance.
• At least 8 years of experience during the last 10 years working with multiple parallel development teams, dependencies and joint deliveries.
• At least 8 years of experience during the last 10 years providing mentoring and methodological support for agile system development.
• Experience with system development involving Java code migrated from CA Gen.
• Very strong technical understanding of application development and IT systems.
• At least 15 years of relevant professional experience during the last 20 years.

We are looking for someone who is analytical, structured, driven and collaborative, with excellent communication and coaching skills. You should be comfortable working across organizational levels, leading workshops, supporting development teams and translating complex business needs into clear and actionable requirements.

Assignment Details

Location: Sundsvall, Sweden

Working method: Hybrid / Partial Remote – minimum 3 days per week on-site

Scope: 100%

Start: 1 January 2027

End: 31 December 2028

Possible extension: Until 31 December 2029
